No, for the most part this is not true. We had a couple places offer us both.So as of now, most places are allowing you to get a tea/soda AND a cocktail/beer/wine?
Can I ask did you only have alcohol allowance for the adults on the plan (over 21’s) or did you have alcohol allowance for all the number of people with adult credits but only over 21’s could use them? Basically could you get the alcohol that your teens couldn’t drink?DDP 2018 first week of January...3 adults, 2 teens...all credits pooled. If ordering an alcoholic beverage, you will pay out of pocket for additional drinks, alcoholic or not. Non-alcoholic smoothies are no refill drinks. Snacks, QS, & TS worked same as previous years except you can order an alcoholic drink now. Our experience, YMMV.

Kona Cafe: breakfast included mimosas, but not flights. Additional drink extra charge, ie. coffee with your mimosa
Raglon Road: dinner included any alcoholic beverage under $15, but not flights
The Wave: dinner, most alcoholic beverages, including those with glow cubes! Disney exclusive wine & flights are not included
Sanaa: lunch, beverage menu same as The Wave, most included. Not on menu, but for Potjie TS includes 2 journey selections if you want to try more than 1.

Tangierine Cafe: beer, wine, or sangria included
Be Our Guest: no alcohol & no substitutions for drink. Used snack credit for french onion soup.
Just returned from a stay 1/3 a 1/9. Two adults on QS dining plan. We were able to order alcoholic drinks (of varying price) with our lunch and dinner meals. A couple of them were the “special” drinks that I think were held over from the holidays. One alcoholic beverage per legal adult (21 and over). We did not attempt to purchase alcohol on the mornings we used the plan for breakfast, but I did witness a couple ahead of me in line at AKL (Mara) attempt to get bottled beer with their meal and were not able to. The CM said it was a “new” policy to not sell so early. Also, this particular location only had a beer assortment available..no other choices (wine cooler, etc.)
That is what I was told when placing my order....1 drink for each person 21 and over. However, my son (23) was NEVER asked for ID. I did always have him in line with me (just in case).So, one alcoholic drink per legal adult, regardless of whether there are other underage adults on the dining plan? So, if you have 2 parents and 2 teenagers, they are only going to give you 2 alcoholic drinks even though the teenagers are also paying the same amount as adults on the dining plan? I think that is the gist of what many people trying to get multiple alcoholic drinks from the dining plan are trying to figure out...

Interesting that although you have an alcohol entitlement with each dining credit, they aren’t allowing you to use it at breakfast. That really cuts into the value for customers. I’m sure lots of people (including myself) had planned to get a beer along with my breakfast QS and stick it in my room’s fridge for later.

The caveat is where available
If they don't serve alcohol w a meal there is no food obligation to provide it
It is early days. I am sure we will see corrections and changes as we go
I also wonder if Blue Laws (not being able to sell beer and/or wine and/or liquor before a certain hour on Sunday) have something to do with morning availability.
