Yes that is the idea but just remember:
1. It doesn’t always pay out
2. If it does pay out it is not instant

So if you can wait and want to take a chance this can provide greater savings however using a red card at target is a sure thing with 5% savings

When I look at Rakuten it says it is not valid on gift cards though, bummer beca right now it is 11%.

Yes it states that but sometimes it does pay out. It worked for me for quite a while but it has not the last couple of times. Others are still having success with it so ymmv

Or, right now, if you have the Chase Freedom, it's not a gamble.

The 5% PayPal will definitely work, so you're guaranteed the 5, same as Target, and then maybe you get a nice Rakuten credit, too

You can pay via PayPal using the Chase Freedom card that’s linked to your PayPal account. The 4th quarter Freedom Bonus includes PayPal. 5x Chase Ultimate Rewards bonus when using Freedom for PayPal purchases.

I have the regular Chase Freedom and the Flex. Both have 5% quarterly bonuses.

Perhaps you have the Freedom Unlimited which earns you 1.5% back on all your purchases. That one does not have a quarterly bonus.

The Sams Club black friday is a scam! only a handful available (even if online and ready to hit button). Sorry for the negativity on this one but this just caused a lot of aggravation and a terrible start to the holiday season last year. grrrrrrr
