Yes, you can use the phone to call and make reservations.

There is no app for that. I haven't tried through the Safari browser. I do use Mouse Memo to store the info once it's made.

I have an app called WDW Dining that they say sometime in the future will give you the option to make reservations via the app, but at the moment it just lists all of the restaraunts and their menus. It does automaticly dial the number to the reservation line though if you need it. Its been quite helpful in making dining decisions.
