It's not a formally announced policy, but that is how it has worked since July of last year.
I usually use the $10 Grubhub credit on lunch from a local chinese restaurant. I use the $10 Uber on UberEats, usually a pickup order so it's actually a benefit.
That's not a factual basis for a complaint and in the finance industry I would expect this to end up more likely to be completely shut down by Chase rather than getting an exception and access to the points. If an insurance company doesn't process a claim properly, that is a factual basis for a complaint, not following the agreement you made is not. It's also written in the UR agreement that they may shut down your UR account if they believe you've misused the program in any way. Filing a frivolous complaint about the program could be construed as misusing the program. I would send an email to the EO, explain the situation and hope they make an exception.
