Was just on hold for over 20 minutes with RCCL but it disconnected when agent picked up. Do they offer Florida resident discounts?

yes but just because to are a Florida resident does not assure you of getting it as I believe they limit how many cabins they sell at this rate. <my experience>
when I've booked on line there are blocks to check for discounts that may apply like Florida Res', military/first responder and crown & anchor club and they come back with 'best rate' you qualify for (these deals typically can not be stacked). Sometimes just a special rate cabin beats all of these potential 'deals'.
