So, am I understanding that you can walk or boat to all the parks from the three deluxe resorts?

Busses are plentiful and are NOTHING like Disney busses. That said, The boat from Royal pacific was wonderful and you completely miss the zoo that is citywalk's main entry (all the boats dock in the same spot at CW). the walking path from RP looked very flat and easy to manage, we're just not big walking people, especially at Universal. This to me was a big perk of staying deluxe, and not one many people talk about.

To add to what others have said, you can still walk from Cabana Bay and from Aventura… just no boats from those hotels.

From posts in other threads, it sounds like some folks may walk from CBR or AV to SFR to use it's boat to get to CityWalk. If you've never ridden in one of the boats, it might be worth a short walk across the street to SFR to experience them at least once.
