Hmmmm...alot to consider. On one part kinda brings down the fact that everything is paid upfront, another is that some guests won't tip even with great service, and another is that bad or indifferent servers will have to earn their tip. I am a tipper, I appreciate the hard work, but I have had times where I have tipped less for bad service (even left a penny once just to let server know that it wasn't because I forgot but because of service-also complained to manager) and i have tipped more than the usual when the server was top notch.
Thats how DH and I are. We tip based on the service. I set up a tipping thing where we tip $1 - $5 depending on service. If service is VERY horrible, the most I'll tip is $1 or nothing at all. However, my stepdad brought out a good point one time. He told me its more of an insult to tip 1 penny then nothing at all, cuz the waiter might think we just couldnt afford to tip or forgot to. So being that said, the worst service you can ever think of, 1 penny. If its perfect then $5. As for $2-$4 - $2-$3 depending on what happened with service, and $4 if it was good but not great.
I am hoping they meant that much per person.Are you saying the most you'll tip is $5.00? No matter how much your bill is, the max you'll tip is $5.00?

How much does a server get from a meal. I get the feeling they push you to get all on the ddp to boost tickets. When we were at prime time cafe we didn't want apps but the server really pushed it, saying give it to another table or just try it who cares if you eat it's free.
When we get our meals they are so much money!!!! That will add a big expense to the budget if we have to tip.
I am sure the pay for servers will go down if they are not guaranteed.
Aonther issue is at a buffet I don't tip as much. If they are only bring ing me drinks I don't feel you need to tip 20%.

Nope you read right $5. We dont go by the amount of the check. We go by service. Im sorry you dont like it. Everyone has their own way of tipping. I dont complain about how much everyone else tips, so why are you? Most of the time we go out to eat is only about $20 - $25, so they are getting about a 20% tip!

No. What does that have to do with anything? I know they only make about $4 an hr (here in DE anyway). But giving them like a 20% is enough. How much do you think someone should give them? $100?
As for dining in Disney. My tipping amount will still not change any. It will still be $5. We arent rich people. We cant afford to be forking out 15-20% tips on a meal thats gonna cost us between $50 - $100. Only reason we are gonna be able to afford to eat at TS places down there is only because Im saving up $1600 for food, including tip money and we will be eating at 6 buffets, so really dont see the need of tipping huge on the buffet meals when they are just bringing drinks.

If you tip $5 on a $100 meal you're not giving 20% you're giving 5%.
