For a group of 20 people, you are likely to have difficulties with a freelance photographer experience. If you are 100% committed to a Disney photoshoot for 20 people you are much more likely to be successful with just sucking it up and paying for the Fine Art Photography shoot. If you are willing to chance it and risk getting zero photos, then feel free to try a freelance option.

If you want to find one with a pass or buy a ticket for them I don’t think Disney cares. The third party thing I remember them stopping recently was tour guides.

I thought I read somewhere that outside photographers were not allowed?

They’re not, and you run the risk of security taking action if they see someone with professional equipment who isn’t employed by Disney taking photos of you in the parks. That action could include getting trespassed. Don’t do this.

Also worth pointing out that with photo pass you could literally walk up to any photo pass photographer with your group of 20 and ask them to start taking pictures. You’d an do this in multiple locations throughout the parks.
