Does infant need express pass?

Every site I've read keeps stressing that EVERYONE in the party must have their own express pass. The adults in our group, including myself, all plan on purchasing an express pass. I will have a 2 year old and a 7 month old infant with me and only plan on taking them on the Hogwarts Express and to see a few shows. Will I need to buy them express passes? It seems pretty ridiculous to spend that much money for the few rides and shows they can enjoy.
 
Hi I would check if children under 3 still don't need a ticket. I would assume if they don't need a ticket they don't need express pass. I would think all ticket holders would need to have the express pass to use it.
 
I did a quick search but couldn't find the answer. I recommend calling guest services and asking them. I'm fairly confident children under 3 still do not have to have a park ticket. It would make sense that they wouldn't need an express pass on Hogwarts Express if they'll be riding on a parent's lap. Hopefully guest services can confirm that for you. Good luck!

Children Under Three Get In Free
There is no park admission fee for children under three years of age. You'll find a number of unique kids' play areas in each theme park, including If I Ran the Zoo™, Me Ship the Olive®, and Camp Jurassic™ in Universal’s Islands of Adventure™, as well as Fievel's Playland™ and Curious George Goes to Town℠ at Universal Studios Florida™.

Since EP is an add on to a ticket, logically it would make sense that they don’t need EP.
 
Many of the rides have the child swap rooms
Entire family can stay together in the ride line and then use this holding area

Those watching the children can swap out to do the ride after the others return to this room

But for things line Barney and HE, they wouldn’t need the EP for the under-3s, right?

And to get into the line to get to the swap areas they just go in without EPS.
 
I just got off the phone with Universal and the official word is that YES, they DO need EP of their own even though they don't need an admission ticket. I was told that they wouldn't be able to enter the EP line which meant that we couldn't even do the regular rider swap. One person would need to stay outside the attraction to watch the children while the others rode.

I'm plan to call back and confirm this info.

Send UO an email and ask the same question
Think it would be a good thing to have that reply in writing just in case

I have not heard of any child under 3 needing the ep

Nice set up for families using the child swap -your group stays together in the line and child swap rooms are before the ride

You are not separated from the rest of your group for the most part

After the adult completes the ride, the tm will place the other waiting member on that ride with no long waits

If you have older kids with you, then can reride with second adult
 
I agree, I don't think this sounds correct either. Kinda defies logic to not require admission but still require an express pass. I sent an email and will post when I hear back from them.
 
I received an email and it said that the little ones do NOT need an Express Pass:

The Universal Express™ Pass is a date-specific, separate ticket purchase that allows Guests to minimize their wait times and bypass the regular lines once at each participating attraction. In regards to the Hogwarts™ Express, the Guests who do not have park admission will not require an Express Pass™ to board with the rest of the family. I hope this information is helpful!
