Of course! Why wouldn't I? I mean, unless there is a hurricane going on or a tornado warning, I can't imagine stopping everything just because of wet weather. Obviously, outdoor plans might get cancelled or changed, but it doesn't sound like that's what you're asking about.

It depends on how bad the weather is and what my plans are. For example if I need groceries I'll go but if it's an outdoor event I'll cancel. Last week I delayed going to put stuff in the storage unit because of the rain. I didn't want to put wet stuff in the unit because I didn't want it to get moldy. I will sometimes also avoid unnecessary trips in the rain if I have to drive my minivan because it doesn't handle well on slick roads.

yes, over 30 years in Western WA......rain in AZ is nothing and it is only water, usually warm.
A monsoon, I may delay, if possible, but still go out

The question, as worded, is a bit black/white. Yes, I will go out in the rain. I'm sweet, but I'm not made of sugar and I won't melt.

But, I'm also not looking to be out in bad weather for no good reason. If I was planning a grocery trip and it's raining, I'll check the forecast and if the weather will improve soon then I'll postpone. If it's gonna rain all weekend, I'll get it over with.

It depends a lot on the activity. I would probably cancel many outdoor activities but not something like going to the mall. Tuesday I was scheduled to volunteer at an outdoor ice cream fundraiser for kids with cancer (Scooper Bowl in Boston). It was a yucky cold rain. I went, put on a disposable rain poncho, and handed out spoons to the few people who came out in the rain for all you can eat ice cream. It wasn't ideal but it wasn't awful and I know the kids with cancer have been through so much worse.

On second thought, in 2015 I spent 3 1/2 hours outside in a torrential downpour to watch my beloved Bulldogs get trounced by Bama. But my Dawgs had to be on the field in the rain, so I was in the stands in the rain in support ;) I love my Dawgs.
